Non-German citizens can apply for the Gründungszuschuss if they receive ALG I (unemployment benefit I) and hold a residence and work permission that allows self-employment. Eligibility depends on your individual benefit status, your residence and work permit, and the decision of the Agentur für Arbeit. This is not immigration advice.

What is the startup grant?

The startup grant (Gründungszuschuss) from the Federal Employment Agency provides financial support for your path to self-employment when you start a business from unemployment. It is a discretionary benefit: the Employment Agency decides on a case-by-case basis whether the startup grant is awarded. The amount is based on your individual unemployment benefit I entitlement plus the €300 social-security allowance.

Six mistakes that most often cost founders the startup grant

Most rejections are not caused by bad ideas, but by avoidable mistakes in the process or in the preparation.

Business registered too early

Problem

If you register your business as your main activity before the application has been submitted to the Employment Agency, you have formally taken up self-employment. The basic requirement is usually no longer met.

Submit the application first, then register the main self-employed activity. The order matters.

Problem

At the time of application you must still have at least 150 days of remaining ALG I entitlement. The deadline runs daily, and many underestimate this.

Problem

If your CV shows no clear link to the planned activity or commercial fundamentals are missing, the qualified body will doubt your suitability as a founder.

If the business plan, financial plan and expert opinion contain different numbers or statements, this looks sloppy and can jeopardise the approval.

What counts as 'viable' for the Employment Agency?

The qualified body and the Employment Agency assess your business plan for economic viability. In our experience, these six points make the difference between a convincing and a weak application.

Who is your target group, what specific problem do you solve, why customers buy from you and not elsewhere. No vague statements, no 'everything for everyone' promises.

Realistic revenue plan

Slowly growing, not fully utilised from day 1. Justified through market research, customer numbers, capacity and pricing. An Excel sheet is not enough, the reasoning must be traceable.

Complete cost plan

Insurance (health, pension, liability), taxes and social contributions, running costs, private living expenses, investments. What is not budgeted will trip you up in year one.

Liquidity over 24 or 36 months

Depending on location and case handler, the Employment Agency may expect a plan covering 24 or 36 months. Liquidity should be shown month by month for the entire planning period: when does money come in, when does it go out, and where are the bottlenecks?

Concrete marketing and sales actions

How do your first customers find you, with what effort, at what cost. 'Through social media and referrals' is not enough. Concrete channels, frequencies, goals.

Verifiable personal suitability

Industry experience, professional qualifications, commercial fundamentals. CV and business idea must fit together. Anyone jumping into a new industry from scratch needs to justify this particularly well.

Even a plausible, complete business plan is no guarantee of approval. The startup grant remains a discretionary benefit of the Employment Agency. Professional preparation improves the chances but does not guarantee the result.

You can object to a rejection within the deadline, and if the objection fails, consider going to court. Alternatively you can continue your self-employment without the startup grant or, if private costs become too risky, switch back from main to sideline registration and keep using the remaining ALG I entitlement.
